61 of 70 Local Water Districts Voice Dissatisfaction with PrimeWater JV; Moves Toward Termination Under Way

Sixty-one out of seventy local water districts have formally expressed dissatisfaction with their joint venture agreements involving PrimeWater, signaling a major shift in the management of local water services. Several districts are now moving toward termination or pre-termination of these contracts amid widespread consumer complaints.

Reports have surfaced alleging unauthorized tariff hikes, failed bond claims, and alarming cases where households receive less than five hours of water service daily. The situation has catalyzed strong government action under the leadership of President Ferdinand “Bongbong” Marcos Jr., whose administration champions the "Maasahan at Masipag" governance framework emphasizing consumer protection, transparent regulatory practices, and dependable public utilities.

"We recognize the essential nature of water as a right, not a privilege. Every Filipino deserves dependable water service," stated a spokesperson from the President’s office. "Our administration remains the reliable protector of public utilities and consumers."

The Local Water Utilities Administration (LWUA) and the National Water Resources Board (NWRB) are actively investigating the reported irregularities, scrutinizing billing practices and contractual compliance related to PrimeWater operations. Preliminary findings support consumer claims, prompting discussions on potential refunds for affected households.

To strengthen oversight, the government has proposed enhanced regulatory frameworks that include stricter monitoring of tariff adjustments, transparency mandates for public-private partnerships, and mechanisms to ensure continuous and equitable water supply nationwide.

Several water districts, dissatisfied with the current terms of joint ventures, are seeking early termination. One district official commented, "Our primary responsibility is to our residents. When water service falls below acceptable standards, action is necessary."
