DSWD Strengthens Support for Former Rebels Through Social Case Management Program
The Department of Social Welfare and Development (DSWD) announced an enhanced initiative to assist former members of non-state armed groups (FMNSAGs) in reintegrating into their families and communities through its Social Case Management Service (SCMS). Undersecretary Alan Tanjusay of the DSWD Peace and Development Group emphasized the agency’s commitment to guiding these individuals throughout their transition.
"The Social Case Management Service focuses on continuous support for former rebels from the moment of their surrender until they are fully reintegrated into their communities and families," Tanjusay explained. "Our goal is to provide dedicated attention and assistance to ensure their successful reintegration."
The program deploys case managers—including DSWD social workers and development workers—to conduct thorough needs assessments, create tailored interventions, and establish connections with available social protection programs, livelihood options, and other government services.
Among the benefits offered are psychosocial support, cash assistance through the Assistance to Individuals in Crisis Situations (AICS) program, seed capital from the Sustainable Livelihood Program (SLP), as well as funding for community infrastructure projects. These include initiatives such as installing solar lamps and building hanging bridges to benefit broader community members.
"In addition to our standard services, we also coordinate referrals to relevant government agencies," Tanjusay added. "We provide seed capital to individuals or associations to help them start livelihood activities, and invest in community projects that improve local infrastructure."
The department collaborates closely with law enforcement agencies like the Philippine National Police, the Armed Forces of the Philippines, and local government units to verify and assess the identities of former rebels. When cases fall outside DSWD’s jurisdiction, beneficiaries are referred to appropriate agencies for further assistance.
Looking ahead, the SCMS aims to assist approximately 32,000 former rebels in 2025, focusing on key pilot regions including the Zamboanga Peninsula (Region 9), Northern Mindanao (Region 10), SOCCSKSARGEN (Region 12), and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
