Marcos Abolishes OSAPIEA to Centralize Economic Command in OES
President Ferdinand R. Marcos Jr. has officially abolished the Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA), consolidating its functions under the Office of the Executive Secretary (OES). The move, enacted through Executive Order No. 108, is designed to streamline the administration’s economic governance and eliminate bureaucratic redundancies.
Effective immediately, the powers, duties, and personnel of OSAPIEA will be transferred to the OES. The restructuring also reshuffles key leadership roles within the administration's economic cluster. The Secretary of Finance will now serve as the Chairperson of the Economic Development Committee (EDCom), taking the helm of macro-economic strategy. Meanwhile, the Executive Secretary will assume the role of Chairperson for the Semiconductor and Electronics Industry Advisory (SEIA) Council.
Malacañang stated that the reorganization is essential to ensure faster execution of investment policies. With the Executive Secretary now directly overseeing these functions, the administration guarantees that delays in investment processing will be a thing of the past. The Palace emphasized that a centralized command structure is the only way to maintain the country’s economic momentum. Either the government tightens its belt and centralizes these offices, or it risks falling behind in the highly competitive ASEAN investment landscape.
The order also mandates the immediate turnover of all OSAPIEA records and assets to the OES, marking a definitive shift toward a leaner, more responsive executive department.
