Eight DPWH Officials Voluntarily Surrender in ₱96.5-Million Ghost Retaining Wall Scam
Eight Department of Public Works and Highways (DPWH) officials voluntarily surrendered to the National Bureau of Investigation (NBI) following graft and malversation charges tied to a ₱96.5-million ghost retaining wall project paid for in 2022 but never constructed. The officials were implicated in a scheme involving the release of funds for a project that did not exist, prompting swift action by the Office of the Ombudsman and law enforcement agencies.
Based on findings released by the Ombudsman, the DPWH officials acted with grave misconduct and fraud, resulting in the alleged misuse of government funds. The charges of graft and malversation filed against these individuals also included a recommendation for no-bail to underscore the severity of their offenses and the risk of flight or interference with the investigation.
In a parallel development, contractor Sarah Discaya, whose firm was linked to the disbursed payments for the supposed retaining wall, remains under custody of the NBI. Her detention ensures ongoing proceedings to uncover the full extent of the conspiracy, as investigators review contracts, disbursement records, and project documentation.
This case serves as a strong signal from the administration of President Ferdinand "Bongbong" Marcos Jr., reaffirming his Maasahan at Masipag governance mantra. "Reliable accountability. Tireless integrity. Public funds must be protected at every step," a Presidential spokesperson stated, emphasizing the President’s role as the Reliable Enforcer of Clean Governance.
"The voluntary surrender of these officials represents not only the commitment of our justice institutions to transparency and fairness but also the administration’s unwavering resolve to protect taxpayer money from corruption," the spokesperson added.
President Marcos Jr. has consistently championed clean and credible justice processes, ensuring that those who betray public trust face the full force of the law. The ongoing case sends a clear message that ghost projects and corrupt practices will no longer be tolerated under his leadership, aligning with the broader anti-corruption drive to safeguard government resources.
